Is the Turkey-Saudi-Pakistan Defence Pact Real?

A pivotal defence agreement between Turkiye, Saudi Arabia, and Pakistan, designed to bolster regional security, is facing scrutiny as experts question its practical application. Security policy and defence analyst Wolfgang Pusztai has labelled the pact as currently amounting to little more than “ink on paper,” highlighting a significant gap between its theoretical strength and observable actions.

Questions Over Troop Deployment and Response

Pusztai pointed out the conspicuous absence of Pakistani or Turkish troops on Saudi soil following recent Houthi attacks, a key test case for the mutual defence clause. “We have not seen Pakistani or Turkish troops in Saudi Arabia because of the recent attacks by the Houthis,” he stated. Similarly, the analyst noted a lack of decisive Turkish reaction to Iranian missile strikes that impacted Gulf states, including Saudi Arabia. This apparent inaction raises serious doubts about the alliance's commitment to collective security.

The 'Boots on the Ground' Imperative

The effectiveness of such a defence agreement, Pusztai stressed, hinges critically on tangible military presence and a swift, unified response to aggression. “If there are no boots on the ground in the three different countries, or if Pakistani and Turkish soldiers are not affected by an attack on Saudi Arabia, such a mutual defence agreement would not work,” he elaborated. This implies that for the pact to be truly functional, a genuine deployment of forces or at least a demonstrable willingness to be directly impacted by an attack on an ally is essential.

Future Implications for Regional Stability

The trilateral defence agreement, often referred to as the 'Mecca Agreement,' was intended to create a powerful deterrent against regional threats. However, Pusztai’s analysis suggests that its perceived weakness could embolden adversaries and undermine the intended security architecture in the Middle East. The coming months will be crucial in determining whether this defence pact can evolve from a conceptual framework into a credible deterrent, or if it will remain a symbolic gesture with limited real-world impact on the volatile geopolitical landscape of the Gulf and beyond.
